First, open the command line window and 'cd' into the Storing Path of the Video you want to resize. My input file is a 1920x1080 file which results in a single file with both a 1920x1080 video track with subs, and then a 1280x720 video track with no subs. In the command line above, you can supply encoding parameters to FFmpeg and encode the scaled video using those parameters. And, after FFmpeg changes the resolution of the video, it will re-encode it at that resolution. There’s no limit in the duration of the provided media, it can be one second. The very short version of what I'm trying to do is burn subs and scale a video at the same time using -filter_complex.
